About the Role
We’re seeking a highly experienced Highway Department Manager to lead our client’s Transportation Division in Philadelphia. This senior-level position is ideal for a licensed Professional Engineer (PE) with 10–15+ years of highway design experience and proven success in project leadership, business development, and mentoring staff. You’ll manage complex projects for PennDOT District 6-0, the City of Philadelphia, and the Pennsylvania Turnpike Commission—delivering exceptional transportation solutions that impact communities.
What You’ll Do
Leadership & Mentorship

Lead and develop a team of talented highway engineers and designers

Foster technical growth and ensure high-quality project delivery
Project & Client Management
-
Oversee multidisciplinary transportation projects

Ensure on-time, on-budget performance while managing scope and client expectations

Coordinate directly with agencies like PennDOT, PTC, and the City of Philadelphia
Business Development
-
Prepare Statements of Interest (SOI), technical proposals, and supplements

Develop and maintain strong relationships with public transportation agencies
-
Serve as a visible leader in professional organizations (ASHE, ASCE, etc.)
Quality & Financial Oversight

Prepare and execute project-specific Quality Management Plans

Track progress reports and manage invoicing as the lead Project Manager

Mitigate risks by identifying scope changes early and adapting strategies
What You Bring
✅ 10–15+ years of highway engineering experience
✅ PE license in Pennsylvania (required)
✅ Strong knowledge of PennDOT and Turnpike Commission project requirements
✅ Excellent communication, leadership, and client-facing skills
✅ Proven track record managing multi-disciplinary teams and complex deliverables
Preferred Qualifications
⭐ Familiarity with PADEP regulations and permitting
⭐ Active involvement in ASHE, ASCE, or similar professional organizations
⭐ Experience with alternative delivery or large-scale infrastructure programs
