Instrumentation & Electrical Project Engineer

The role of an Electrical and Instrumentation Project Engineer in Lemont, IL involves the planning, coordination, and execution of project front end loading and project design engineering. This includes tasks such as scope development, change control, cost estimating, cost control, and schedule development for the assigned projects. Additionally, the E/I Project Engineer is responsible for providing technical support during construction and commissioning to ensure proper installation. As part of their responsibilities, the E/I Project Engineer will also offer electrical and instrumentation support to various departments like maintenance, operations, safety, and reliability.

  1. Developing and managing all project-related documents such as Project Study Bass (FEL1), Project Study Report (FEL2), Project Design Basis (FEL3), and Authorization for Expenditure. This includes maintaining backup documents like Process Spec, project cost estimates, project economics and Justification, Project Execution plan, Project Schedule, project design documents, Management of Change, project startup audits, cost commitments vs. approved funding, and project closeout.

  2. Executing detailed design and material purchases for the assigned projects. This includes tasks such as developing plot plans, layouts, 3D models, equipment specifications, discipline engineering packages, and ensuring quality control. Also, providing assistance to Procurement with source selection, requirements, bid evaluation, and expediting when required.

  3. Offering project execution coordination and assistance to Process Engineering, Operations, Construction, and other groups involved in the project. This includes tasks like P&ID development, safety reviews, construction packages, and providing input in various reviews.

  4. Monitoring and reporting on cost, cash flow forecasting, schedule performance, change order management, scope management and control, management of contract project engineering, and conducting material quality checks.

  5. Establishing project objectives and related performance standards encompassing project schedule, quality, mechanical performance, safety of design and constructability, environmental performance, customer satisfaction, and legal/regulatory compliance.

  6. Forming the appropriate team required for the successful implementation of the project and achievement of stated objectives.

  7. Providing engineering assistance with corporate/refinery standard engineering specifications, variance requests, and approvals. Monitoring the frequency of variances and revising standard engineering specifications as needed.

  8. Assisting with Electrical and Instrumentation support for maintenance, operations, and projects as assigned. Possessing knowledge in areas such as electric trace, medium and low voltage power distribution, data communications, and instrumentation and controls design.

  9. Performing additional tasks as assigned, such as leading or participating in Root Cause investigations, as well as refinery and corporate teams and committees.
