Paralegal – Public Finance (55369)

We have an exciting opportunity available at a leading law firm in Houston, TX for an experienced Public Finance Legal Assistant.

As part of our practice group, you will play a crucial role by providing skilled and substantive transactional legal services to our clients, which includes municipal utility districts (MUDs) and other special purpose districts throughout Texas. You will have a high level of responsibility, working independently and alongside attorneys to ensure our clients receive exceptional service. This will involve direct client contact, working with the district's governing board of directors and other consultants. Please note that some evening meetings at the districts' locations may require overtime, and having reliable personal transportation is essential. All time spent on each matter will be billed to the client.

The ideal candidate will have two or more years of experience in a law firm or related setting, with a background in public finance or drafting legal documents for public financing bonds or working with corporate boards (public or private). Familiarity with special purpose entities, particularly municipal utility districts, would be advantageous. However, we will also consider entry-level candidates with strong academic credentials and proven writing skills, particularly if they have undergraduate degrees in Communication, English, Writing, or other liberal arts fields.

Responsibilities:

In this role, you can expect a dynamic set of tasks, both independent and collaborative, which may include but are not limited to:
  • Attending meetings of the Board of Directors for our municipal utility district clients and documenting all board actions and decisions.
  • Preparing agendas, orders, and resolutions for Board of Directors meetings, as well as multilingual agendas for election matters (translation services will be provided).
  • Ensuring that the Board of Directors follows proper legal procedures during meetings (e.g., no inappropriate executive sessions).
  • Preparing minutes of the Board meetings.
  • Interacting with the district's Directors and other consultants, such as engineers, operators, bookkeepers, and tax assessor/collectors.
  • Preparing required bond documents and compiling them into a transcript of proceedings to be submitted to the Attorney General of Texas for review before the district can issue and sell bonds.
  • Preparing documents for land annexation approval and administering the applications for such approval.
  • Reviewing memoranda on current legislation and updating the Board on new regulations.
  • Assisting with the renewal of various permits.
  • Preparing documents for the districts' annual tax exemptions and assessing collection charges on delinquent taxes.
  • Providing documents for the required annual review of investment policies and strategies, including preparing necessary certificate pages.
  • Maintaining district files and permanent documents.
  • Reviewing and finalizing correspondence.
  • Recording all billable hours for clients using the firm's tracking system in a timely manner.

Requirements:

  • High-level proficiency in Microsoft Office 365 suite of software applications, with the ability to prepare documents in Word using a networked document management system.
  • Familiarity with NetDocuments (document management system), LMS+ (client billing system), and Adobe Acrobat Pro would be advantageous.
  • Excellent listening, verbal, and written communication skills, with a strong command of grammar.
  • Exceptional organizational skills, with the ability to manage multiple deadlines and details.
  • The capacity to collaborate with various professionals and respond professionally and courteously to clients of client-districts.
  • A 4-year degree is required, and having a paralegal certificate would be an added advantage.
