Paralegal – Public Finance
Our client, a reputable law firm in Houston, Texas, is seeking an experienced Public Finance Paralegal to join their team.
As a member of the practice group, you will work closely with attorneys, both independently and collaboratively, to provide transactional legal services to municipal utility districts (MUDs) and other special purpose districts throughout Texas. This will involve direct client contact, attending board meetings, and working with consultants. Some evening meetings may be required, so reliable transportation is necessary.
To be considered for this position, you should have at least two years of experience in a law firm or related setting, with a background in public finance or drafting legal documents for public financing bonds. Experience working with corporate boards is also valuable. Ideally, you should be familiar with municipal utility districts or have experience in real estate, corporate law, or transactional matters. However, we will also consider entry-level candidates with strong academic credentials and excellent writing skills.
Key Responsibilities:
- Attend and document all actions and decisions made during board meetings of municipal utility district clients.
- Prepare agendas, orders, and resolutions for board meetings and assist with multilingual agendas for election matters.
- Ensure legal procedures are followed during board meetings.
- Prepare minutes of board meetings.
- Interact with district directors and consultants, such as engineers and tax assessors.
- Assist in the preparation and submission of required bond documents.
- Handle applications for land annexation approval.
- Stay updated on legislation and regulations affecting the districts.
- Assist with permit renewals and annual tax exemption documents.
- Maintain filing requirements and report filings.
- Review financial reports and assist with investment policies and strategies.
- Handle the distribution of water quality reports.
- File annual disclosures as per SEC rules.
- Assist with setting tax rates and preparing budget documents.
- Organize and maintain district files.
- Review and finalize correspondence.
- Track billable hours using the firm's tracking system.
Requirements:
- Associate or bachelor's degree and/or a Paralegal Certificate.
- Proficiency in Microsoft Office.
- Experience with document management software.
- Training will be provided for specific IT systems.
- Experience with iManage document management system and JURIS Timeslips software is a plus.
- At least three years of experience in Public Finance/MUD/Water Districts.
