Turnaround and Capital Construction Planner

Turnaround and Capital Construction Planner (Petroleum Refineries)

The Turnaround and Capital Construction Planner will be a key member of the Turnaround and Capital Construction Department, responsible for developing detailed and integrated plans and schedules for turnaround events and capital projects of varying complexity. This role involves oversight across planning, execution, coordination with engineering and procurement, budgeting, and cost control. The planner will lead the planning process and drive alignment with project timelines and deliverables.


Key Responsibilities:

  • Develop detailed work scopes in collaboration with technical teams, engineering, reliability, inspections, and other key departments.

  • Ensure the timely procurement of qualified and cost-effective specialty contractors.

  • Build work breakdown structures to support effective cost tracking, forecasting, and analysis.

  • Perform critical path analysis by evaluating work steps and applying scheduling logic to enhance efficiency and reduce costs.

  • Contribute to the development of the annual turnaround and capital construction budgets.

  • Supervise, train, and mentor planners and field supervisors.

  • Coordinate with the purchasing team to ensure on-time delivery of all required materials and services.

  • Prepare and present management reports that communicate project status, safety metrics, cost control, scheduling, and resource allocation.

  • Perform other site-specific duties as assigned.


Minimum Qualifications:

  • Bachelor’s degree in Construction Management or Mechanical Engineering with at least 2 years of planning experience;
    OR

  • Six (6) years of craft or industrial maintenance experience in a refinery or petrochemical environment in lieu of a degree.

  • Familiarity with planning software or the ability to quickly learn.

  • Solid understanding of various craft disciplines and tool requirements.

  • Valid Driver's License.

  • Ability to obtain a TWIC (Transportation Worker Identification Credential).


Preferred Qualifications:

  • Bachelor’s degree in Construction Management or Mechanical Engineering with 8+ years of planning experience;
    OR

  • Ten (10) years of craft or industrial maintenance experience in a refinery or petrochemical environment in lieu of a degree.
