Job Summary

The Recovery Specialist is tasked by Management to plan, coordinate, and execute specific recovery initiatives within the location. The Recovery Specialist is responsible for ensuring that recovery efforts meet the performance metrics set by the Leadership Team. Leading a team of experts, the Recovery Specialist oversees the development of recovery plans, estimation of resources, and the implementation of the recovery process. The Recovery Specialist also collaborates with other departments, ensuring that their recovery obligations are met alongside their regular responsibilities. It is expected that the Recovery Specialist follows the corporate milestone process, provides timely and accurate updates to the management team during each phase of recovery, and actively contributes to continuous improvement efforts.

Job Duties

Identification and Approval of Recovery Scope - Establish the most effective scope of work for the recovery efforts. Collaborate with stakeholders to develop a recovery plan and communicate the recovery goals. Facilitate a thorough scope collection process, involving all relevant parties. Manage changes to the scope in accordance with the scope management process.

Work Scope Preparation - Manage the teams responsible for detailed planning of the recovery work. Facilitate technical reviews to ensure alignment among stakeholders and obtain the necessary documentation for planning and execution. Drive the planning process, including resource assignment, material takeoffs, and equipment mobilization, using SAP for efficient execution. Track progress against milestone targets.

Development of Execution Plan - Lead the optimization and development of the recovery schedule. Conduct schedule meetings with contractors and stakeholders to ensure alignment and sequence of activities. Compile the collective work scope within the schedule, ensuring safe and efficient execution with top quality. Deliver the Turnaround Execution Plan, which includes deliverables from other stakeholders and members of the core team, such as the Organization Chart, HSSE Plan, Logistics Plan, Materials Management Plan, Quality Control Plan, and Training Plan.

Creation of Definitive Estimate - Drive the development of the definitive cost estimate and cost control plan. Ensure full development of labor resource requirements, mobilization plans, material procurement, and rental equipment requirements. Align all stakeholders, including the turnaround and core teams, execution contractors, and refinery leadership.

Execution and Management of Recovery - The Recovery Specialist is accountable for all activities from pre-execution to post-completion of the recovery efforts. Prioritize job-site safety and lead by example. Ensure efficient and resourceful execution of the plan. Provide regular updates on progress and key events to shift resources as needed for successful recovery.

Critique and Documentation - After the completion of recovery and the resumption of operations, several important activities remain. Facilitate a critique and create a final report on safety, cost, and schedule objectives. Capture issues for the next recovery in a preliminary scope while the information is fresh in the minds of participants.

Continuous Improvement - Responsible for improving turnaround management practices within the group. Enhance tools and models used in the execution of recovery efforts. Document work processes to ensure team alignment and facilitate onboarding of new members. Provide analysis and lessons learned to continuously improve planning and execution performance.

Assist the Manager of Recovery with relevant information for management meetings and the development of the annual recovery budget (Medium Term Plan).

Minimum/Preferred Qualifications

  • Knowledge of refinery or industrial equipment maintenance
  • Understanding of critical path scheduling concepts
  • Proficiency in Microsoft Office suite, particularly Excel and Word.
  • Familiarity with SAP and Navitrack is desirable
  • Typical candidate has 7 years of experience in craft or industrial maintenance planning and execution in a refining environment, with evidence of refinery or petrochemical turnaround management experience
  • Bachelor's degree in Construction Management or Engineering preferred, with a minimum of 5 years of experience in maintenance planning and execution in a refining environment, along with evidence of refinery or petrochemical turnaround management experience
