Must-Haves (Top Requirements)

  • 7–10+ years of experience in preconstruction and cost estimating
  • Bachelor’s degree in Construction Management, Engineering, or related field (or equivalent experience)
  • Strong expertise in conceptual estimating, budgeting, and quantity take-offs
  • Proven experience supporting design-build and hard bid/public bid projects
  • Ability to analyze drawings, specifications, and technical documents to develop accurate cost estimates
  • Experience soliciting, leveling, and negotiating subcontractor bids
  • Strong communication and client-facing skills
  • Proficiency with construction software tools (e.g., CMiC or similar platforms)

About the Role

We are seeking a highly skilled Preconstruction Manager to lead estimating and preconstruction efforts while supporting business development and client engagement. This role plays a critical part in shaping project success from concept through award—balancing client goals, company strategy, and cost efficiency.

You will collaborate cross-functionally with operations, finance, safety, and leadership teams to deliver accurate estimates, competitive bids, and strategic project insights.


Key Responsibilities

  • Lead conceptual estimating, budgeting, and cost analysis for design-build and bid opportunities
  • Perform quantity take-offs and compile subcontractor/vendor pricing
  • Analyze plans, specifications, and bid documents to develop detailed cost estimates
  • Solicit, evaluate, and level subcontractor bids, ensuring scope alignment and compliance
  • Prepare bid packages, proposals, and scope documents with clear inclusions/exclusions
  • Partner with internal teams to develop preliminary construction schedules
  • Attend pre-bid meetings and site visits to assess existing conditions
  • Collaborate with clients to define project scope, needs, and cost solutions
  • Maintain and leverage a cost database to improve estimating accuracy and efficiency
  • Support business development efforts and contribute to winning new work
  • Lead project turnover meetings to ensure smooth transition to operations teams
