Site Safety and Health Officer - Border Wall

Laredo, TX | $115,000 to $140,000 per year | Full-time

A heavy civil contractor has been awarded a multi-year federal design-build contract to continue construction of the U.S. Border Wall in South Texas, and is hiring a Site Safety and Health Officer (SSHO). The project covers more than 60 miles of barrier wall, along with patrol road construction and repair, bridges, boat ramps, and electrical, lighting, and detection system installation. The SSHO will be based in the Laredo, TX area for the length of the project. The contract sets specific minimum qualifications for this role, and applicants must show that experience clearly on their resume.

Schedule

Full-time, on-site at the project in the Laredo, TX area. Candidates must live near the project for its duration.

Compensation

$115,000 to $140,000 per year.

What You'll Do

As the SSHO, you will lead the site safety program on a large federal design-build project and make sure all work meets USACE EM 385-1-1 requirements. You will develop, review, and enforce Activity Hazard Analyses (AHAs), conduct daily site inspections, and document findings and corrective actions.

You will oversee subcontractor safety across a linear project covering more than 60 miles. That includes managing high-risk heavy civil activities such as excavation, heavy equipment operation, lifting operations, bridge work, and electrical installation. You will work with project leadership and the government's representatives on safety planning, reporting, and incident investigation, and support safety training and orientation for crews and subcontractors.

Required Qualifications

• 10+ years of construction safety experience
• Served as the SSHO on at least two federal design-build projects, each valued at $5 million or more (must be clearly shown on your resume, with project names and values)
• Strong heavy civil construction experience
• OSHA 30-Hour Construction certification
• Hands-on experience implementing EM 385-1-1, including AHAs, inspections, and subcontractor safety oversight
• Experience managing excavation, heavy equipment, lifting operations, and other heavy civil hazards
• Current First Aid and CPR certification
• Ability to live in the Laredo, TX area for the length of the project

Preferred Qualifications

• Border infrastructure, roadway, utility, or large linear civil construction experience
• CHST, ASP, or CSP certification
• OSHA 500 or 510 authorization
• Experience on USACE projects
• Experience managing safety across multiple crews and subcontractors on dispersed work sites
