Quality Control Manager - Federal Border Wall

Laredo, TX | $115,000 to $140,000 per year | Full-time

A heavy civil contractor has been awarded a multi-year federal design-build contract to continue construction of the U.S. Border Wall in South Texas, and is hiring a Quality Control Manager (QCM). The project covers more than 60 miles of barrier wall, along with patrol road construction and repair, bridges, boat ramps, and electrical, lighting, and detection system installation. The QCM will be based in the Laredo, TX area for the length of the project. The contract sets specific minimum qualifications for this role, and applicants must show that experience clearly on their resume.

Schedule

Full-time, on-site at the project in the Laredo, TX area. Candidates must live near the project for its duration.

Compensation

$115,000 to $140,000 per year.

What You'll Do

As the QCM, you will lead the Contractor Quality Control (CQC) program for a large federal design-build project. You will run the three-phase control process (preparatory, initial, and follow-up inspections) for each definable feature of work, and make sure construction meets the contract plans, specifications, and approved design.

You will manage the submittal process from review through government approval, coordinate required testing, and oversee field inspections across a linear project covering more than 60 miles. You will track and close out deficiencies, maintain daily quality control documentation, and hold subcontractors to the project's quality requirements.

You will be the contractor's main quality contact with the government's quality assurance representatives. You will lead coordination meetings, respond to quality findings, and keep quality records ready for government review throughout the project.

Required Qualifications

• 10+ years of construction quality control experience
• Experience on at least two federal design-build projects
• Served as the QCM or CQC System Manager on at least two projects valued at $10 million or more each (must be clearly shown on your resume, with project names and values)
• Hands-on experience with three-phase control, submittals, inspections, testing, deficiency tracking, and government coordination
• USACE Construction Quality Management for Contractors (CQM-C) certification, or the ability to obtain it before the project starts
• Ability to live in the Laredo, TX area for the length of the project

Preferred Qualifications

• Strong heavy civil construction experience
• Border infrastructure, roadway, bridge, utility, or large linear civil construction experience
• Experience with USACE Resident Management System (RMS)
• Experience managing QC across multiple crews and subcontractors on dispersed work sites
• Bachelor's degree in civil engineering, construction management, or a related field
